The states were granted the ability to set voting requirements. Before this time, only rich white land owners were allowed to vote. In 1790, the Naturalization Act of 1790 was passed. This let white males come to the US and become citizens, but they weren't given the right to vote yet. -

1828 and the end of the 1820's
-The 1828 presidential election was the first election in which non-property owning white males could vote in most of the states
-by the end of the 1820's, the majority of the state laws and attitudes had shifted in the favor of white male suffrage.
