Spanish American War
As a result of the Spanish American War Puerto Rico bacame a possession of the United States. -
Dr. Jonh Eaton
Dr. John Eaton and Dr. Victor Clark established that the teacher of Puerto Rico had to learn the English Language. The Department of Public Instruction was created. -
Spanish and English
The educational policies established that the spoken langauge will be English and Spanish. In elementary schools all the subjects were taight in Spanish and English was taught as a special subject. In high school all the subjects were taught in English and Spanish was taught as a special subject. -

1902-1904 the use of English increased in the schools. The idea was to make English as an official language in schools. -

1905- 1913 English is the official language in all grades of the school system. many teachers were not pleased with the idea nad made many boycotts against it because they believed it was a threat againts the Puerto Rican identity. -

It was established that the medium of instruction will be in Spanish in the primary grades to 4th. english eill be used in the middle of the subject of 5th grade and Spanish in the other half. -
Treaty of Paris
The Treaty of Paris made Puerto Rico a possession of the United States. The Jones act gave Puerto Ricans the citizenship. spanish was re-install as the medium of instruction for the first four grades. This was the period when oneside defended tha Spanish instruction and the otherside the English instruction. -

The Commissioner of Education Jose Padin introduced a language policy which required all subjects except for English to be taught in Spanish in the first eight grades. -

Jose M Gallardo wsa the new Comissioner of Istruction. He introduces the Bilingual Program. -

The language policy shifted toward assimilation when Blanton S. Winthrop, named governor by president Franklin Roosevelt made the English language instruction of all grade levels. -

The Popular Party candidate and the 1st elected Governor of PR Luis Munos Marin established Spanish as the language of Instruction in all grades. English was to be taught for one period a day as a second language. -

Dr. Marino Villalongo orders Spanish as the medium of instruction in all grade levels. -
