Thirty years after Kentucky's Henry Clay proposed the first compromise, he was again proposing a solution to America's newest problem. He suggested four possible acts, which congress debated for almost nine months. -
Kansas-Nebraska Act
Douglas of Illinois created a bill suggesting that the Louisiana Purchase lands be divided into the Kansas and Nebraska territories. The bill also promoted the idea of "popular sovereignty," which suggested that the two new territories be allowed to make their own choice about slavery. -
