    African-American Cultural Center opensWitherspoon Student Center; (formerly the Student Center Annex) following its completion, this building housed the African American Cultural Center, which included meeting space, a library, and a multipurpose room.     Student Center Annex named for Dr. Augustus Witherspoon Administrators renamed the Student Center Annex in honor of Dr. Augustus Witherspoon, it was the first building on campus named for an African American.

    The Oakland, California School District sparks controversy as it proposes that Ebonics be recognized as the native language of African American children.
    President Bill Clinton signs the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 into law, it prohibits states from offering higher education benefit based on residency within a state (in-state tuition) to undocumented immigrants unless the benefit is available to any U.S. citizen or national.

    Comprehensive Reform ActThe Comprehensive School Reform Program, authored by Congressmen Obey and Porter and part of the Labor-HHS-Education Appropriation Act, awards schools in need of improvement at least $50,000 per year (renewable for three years) towards comprehensive and coherent reform. These funds will support technical assistance and start-up costs of selected comprehensive reform models.

    African American VoicesThe Charter School Expansion Act (Public Law 105-278) amended the Charter School Program, enacted in 1994 as Title X, Part C of the Elementary and Secondary Education Act of 1965.

    The controversial No Child Left Behind Act (NCLB) is approved by Congress and signed into law by President George W. Bush on January 8, 2002. The law, which reauthorizes the ESEA of 1965 and replaces the Bilingual Education Act of 1968, mandates high-stakes student testing, holds schools accountable for student achievement levels, and provides penalties for schools that do not make adequate yearly progress toward meeting the goals of NCLB.

    The African-American Student Advisory Council begins issuing report cards grading the university on enrollment, retention, and graduation of African-American students. The report card gave NCSU an F for recruiting black students.

    The Higher Education Act is again amended and reauthorized, expanding access to higher education for low and middle income students, providing additional funds for graduate studies, and increasing accountability.

    Students protest appropriations for African American clubs African American students participated in a sit-in at a Student Senate meeting to express concern for the lack of funding for African American organizations. Out of $40,000 of appropriations, African American organizations received a mere $735. The Student Senate agreed to send the bill back to committee for re-evaluation.

    National EducationAt the National Education Summit, the nation's governors, executives and education leaders discuss an agenda for high school improvement that includes ways to strengthen graduation requirements, support students in achieving higher standards and improve high school and college data accountability systems.

    Sidney Lowe served as the first African American head coach of the NCSU men’s basketball team.
    In Grutter v. Bollinger, the Supreme Court (5-4) upholds the University of Michigan Law School's affirmative action policy, ruling that race can be one of many factors considered by colleges when selecting their students because it furthers “a compelling interest in obtaining the educational benefits that flow from a diverse student body.”

    African Americans and Educations (secondary)The Journal of Blacks in Higher Education surveyed the nation's highest-ranked research universities, the most selective liberal arts colleges, and the 50 flagship state universities to determine their levels of black faculty. Mount Holyoke College had the highest percentage of black faculty of any of the 100 colleges and universities surveyed, with 9.7%. According to the U.S. Dept. of Education, the 2007 national average was 5.4%.

    First African American president of US elected, Barak Obama
    The percentage of all 18- to 24-year-old African Americans enrolled in higher education increases to 32.6% from 21.2% in 1988.

    The American Reinvestment and Recovery Act of 2009 provides more than 90-billion dollars for education, nearly half of which goes to local school districts to prevent layoffs and for school modernization and repair.
