Rankin was the first woman to get into Congress. She believed being the first woman to say no to war and have some meaning behind it meant a lot. so at 1:00 AM she stood up looked around the table at all the guys in Congress and said i vote no on starting a war. and walked out of the room. -

Congress passed this the Selective Service Act. This requried men and boys to regrister with the goverment in order to be randomly selected for the military.
