These were the names of Mikhail Gorbachev's two reforms. The first one allowed more freedom of speech, which allowed protesting and the media being able to report on issues for the first time.
The second reform was to restructure the Soviet economy. -

This started the independence of the 12 countries that were formally a part of the communist party and created the CIS. -
