  • 1868, The 14th Amendment

    established the constitutional basis for the educational rights of language minority students
  • Mo Hock Ke Lok Po v. Stainback

    gave parents the right to have their children taught in a foreign language
  • Brown v. Board of Education

    Supreme court ruling stating that it is unlawful under the 14th amendment to discriminate arbitrarily against any group of people
  • National Defense Education Act

    provided federal money for the expansion of foreign language teaching
  • Elementary and Secondary Education Act

    main body of federal education policy and law and source for education funding to state and local education agencies. It was passed on binding all states and entities that accept federal education funding.
  • Bilingual Education Act

    Added in 1968 as Title VII of the Elementary and Secondary Education Act. Before passage of the NCLB Act, it provided federal support for bilingual and other programs for ELLs and their families through competitive grants.
  • Lau v. Nichols

    Supreme court decision outlining requirements for school districts and schools to address the needs of ELLs,
  • Equal Educational Opportunities Act

    Federal law that declares "No state shall deny educational opportunities to an individual on account of his or her race, color, sex, or national origin."
  • Castaneda vs. Pickard

    Court case where judge ruled that districts EL programs must 1)be based on a sound educational theory, 2) must have fidelity of implementation and 3) program must succeed and is monitored.
  • Plyler v. Doe

    Supreme Court decision determined under the fourteenth Amendment of the United States Constitution, that states cannot deny free public education to students due to immigration status.
  • No Child Left Behind Act (NCLB)

    A re-authorization of the Elementary and Secondary Education Act. Places heavy emphasis on accountability through standards and high stakes testing.
  • Common Core State Standards

    The state-led effort was launched in 2009 by state leaders to recognize the value of consistent, real-world learning goals to ensure all students, regardless of where they live, are graduating high school prepared for college, career, and life.
  • Race to the Top

    Under President Obama, this federal education act aimed to reform education in the areas of assessment, data collection, intervention and high quality teachers and administrators.
  • ESSA- Every Student Succeeds Act

    This Act supports school accountability in order to receive federal funds. Academic growth rather than end-of-the-year testing is valued.
