    In 1787, a law passed that a slave would equal 3/5 of a person. This was fair to slaves. They wanted to be accounted as a whole.

    President Thomas Jefferson approved the Louisianna purchase in 1803. It was still a young nation but it was still growing.

    Missiouri state costitution wouuld allow slavery. There would be 12 slave states and 11 free states. If Missiouri became a state the balance of the U.S. Congress would lean towards the South and slavery.
