They started taxing 3% of the people with a income of $800. Then it changed to people with a income with $600 to $5000 and 10% for incomes grater than $5000 after the war congress repeals the income tax.

In 1895 the bill is changed to taxing the population of each state.
1895 It says in in the federal income tax paper that the federal income tax must be imposed based on the population to each state rather on directly getting money from the people.
