Being Chief Executive, he became in effect Chief Legislator while he vetoed few Congressional measures, he did not need to, for Congress was in no mood to impede the hero-President. -

Washington's authority in the area of foreign affairs was challenged several times. Major crisis erupted over Washington's proclamation of Neutralitly on April 22, 1799, a proclamation that would establish U.S. neutrality in the war between Great Britain and its allies.
