The Britain did this to keep boats from coming to land and drop off infantry and weapons and men for Germany. Americans didn't want to get even close to the blockade so food or anything didn't come to germany then they starved to death and there was a famine. -

Zimmermann Note
A telegram from Germany foreign minister to the German ambassador in Mexico that was intercepted by british agents. The telegram prposed an alliance between Mexico and Germany and promised that if war with the United States broke out, Germany would support Mexico in recovering “lost territory in Texas, New Mexico, and Arizona.” -
