    On August 1st 1940, Goering called an urgent meeting with his Luftflotte commanders at The Hague. It is believed that Goering stated at the meeting, that in the recent attacks on Channel convoys the Luftwaffe had failed to draw the British fighters into the air. The RAF was prepared only to send small waves of fighters and replenish them with new waves when the others returned to refuel and re-arm.
