When he became the Prime Minister, he governed by using the policy of appeasement. The policy of appeasement is making concessions to the dictatorial powers in order to avoid conflict. He believed that by agreeing to some of Adolf Hitler’s demands and also some of Benito Mussolini’s demands, he could avoid a war. -
