    It was created in the Philippines. It was an offensive style of passing the ball in a high arc to be set up by another player then struck down by another player. This was important because that is how most points on the volleyball court are scored.     New Rules
    Three hits per side and back row attack rules were instituted. This is significant because this makes the game more controlled and with the three hit limit it makes the game quicker and also harder. The point of a sport is to win, follow the rules, and be good at it.     Volleyball came into the Olympics in 1964 in Paris. This is important in the progression of volleyball because it was a step, volleyball would be more watched, well known, and respected.     The USVBA (United States Volleyball Association) was formed in 1928. They created standard rules for tournament play and also games in general.     Beach Volleyball
    The first actual game played in sand by a two men teams. It was not just for fun with families playing against each other. This happened in Santa Monica, California. This is not when playing volleyball on sand was invented it is just when it got turned into a competitive sport. This is important because this is showing that volleyball is evolving and becoming part of the beach setting too. This was also a turning point for a new sport, Beach Volleyball.

    FIVB
    The FIVB (Federation Internationale de Volleyball) was founded when representatives of 14 countries (including the USA) met in Paris. The headquarters were established in Paris, where they remained for the first 37 years. This is important because the FIVB is responsible for current rules and regulations.   • Beach Volleyball Department

    Beach Volleyball Department
    The International Volleyball Federation (FIVB) sets up a Beach Volleyball Department.
