The 7,000 page document revealed that the government had drawn up plans for entering the war even as President Lyndon Johnson promised that he would not send troops into Vietnam. It also showed there was never a plan to end the war as long as North Vietnam persisted. -
War Powers Act is Passed
The act states that the president must inform congress within 48 hours of sending in forces into a hostile area without a declaration of war.
