    The act allowed America to send weapons and war materials overseas without requiring cash immediately

    Joint treaty of America and England that stated they supported liberalization of international trade, freedom of the seas, and restoration of self-governments for countries that had been occupied.
  • Shoot on Sight orders

    Orders to the navy to attack any German or Italian military vessels in the west atlantic if spotted.
