Leaders of prohibition movement were alarmed at the drinking behavior of Americans, and they were concerned that there was a culture in some sectors of population, with increasing immigration from Europe was spreading The Volstead act harshened the prohibition as it set a strict limit on alcohol limit of 0.5, and also set stiff penalties for violations.

While being governor she called out for tax cuts, government assistance for poor farmers, banking reforms, and law protecting children, women workers, and miners.
