Wesberry v. Sanders, the Court ruled that the Constitution clearly intended that a vote in one congressional district was to be worth as much as a vote in another district. -
District Lines
After the 1990 census, several states drew new district lines to increase the voting power of ethnic or racial minorities. -

In 2006 the Supreme Court decided a case that allowed states to modify the procdure. -
