    In 1580 the emmpire expanded more when the kindom of Portugal came under Spanish rule.
    Each territory in the spanish empire had its own laws and institutions, but they were all ruled by the same king. The king controlled the army, declared war and signed peace treatied, organised institutions and established taxes. However, the king´s power was not absolute.
