A decision was delayed 2 months about weather or not to ban oil exports to Italy. They were scared that America would not agree. They were also worried about losing economic stability in their own countries.

The Suez canal could have easily been shut off to Italy, which would have ended the campaign, but France and England (who owned the Canal) were afraid it would start war with Italy.
