    This report defined giftedness and laid out a framework for identifying and educating gifted students in the United States.
  • Jacob Javits Gifted and Talented Students Education Act

    Federal legislation provided significant funding for gifted education programs and further established the importance of addressing the needs of gifted students.

    The No Child Left Behind Act (NCLB) is passed. The Javits program is included in NCLB, and expanded to offer competitive statewide grants. The definition of gifted and talented students is modified again.
