    This was Lincoln's plan to readmit states into the country. If 10% of the male voters in a state swear allegiance to the union, than that state can be readmited.

    This bill said that all states NEEDED to accept the end of the Civil War and slavery. It also says that over half of the states population had to sign a loyalty oath!

    Radical Republicans were in favor of protecting the rights of newly freed African Americans, and thought that Lincolns plan did not go far enough. They thought that the Confederate soldiers deserved harsh punishment, and this is very bad for reconstruction, as we would all have to get along for our country to get back on its feet.
