In 1922, the Soviet Union was founded however Lenin was the first leader. During this time, Stalin was moving up the party ladder. -

In 1922, Stalin became general of the Central Committee of the Communist Party. -

After Lenin died in 1924, Stalin officially had power and was officially become the dictator of the Soviet Union.
