The initial Civil Rights case ending segregation. This case served as a foundatino for special education law. -
Report of the Present's Panel on Mental Retardation
Expanded and sustained the concern that many institutions were not providing the level of services, or quality of life, that should be available to all individuals. -
Hobson v. Hansen
Expanded the basic beyond that of physical exclusion from public school school. -
Diana v. State Board of Education
Addressed the issue of standardized test to classify minority students. -
Mills v. Board of Education & PARC v. Pennsylvania
Significant Supreme Court decisions that stated children with disabilities have equal right to access education. -
The Rehabiliation Act of 1973
Section 504 of the Rehabilitation Act of 1973 is considered to be the first piece of civil rights legislation specifically providing guarantees of rights to persons with disabilities. -
FERPA
Family Educational and Privacy Act - this allows parents access to their children's records & prevents release of school records without parental permission. -
Developmental Disabilities Assistance and Bill of Rights of 1975
Amendment to include a Bill of Rights for Persons with Disabilities -
Eduaction for All Handicapped Act of 1975
(P.L. 94-143)
Combined a bill of rights for children with disabilities with federal funding. -
ADA Tittle II
Americans with Disabilities Act
Prohibits discrimination for government services on the basis of a person's disability.
Extends section 504 of the Vocational Rehabilitation Act -
Individuals with Disabilitiies Education Act
EAHCA amended to Individuals with Disabilities Education Act (IDEA) One big change from prior law is the inclusion of transition services as students transition out of high school. -
IDEA Reautherazation
IDEA now includes students with disabilities on assessments. General education teachers now included on IEP team. -
No Child Left Behind
PL - 107-110
All students to be proficient in reading and math.
Based on 4 principles:
- accountability for results
- more choice for parents
- greater local control/flexibility
- emphasis on doing what works based on research -
IDEA 2004
2004 Reauthorization created more accountability, more focus on results/data and Intervention to keep students out of special education.
