Commonwealth of Pennsylvania The decision allowed children with mental disabilities recive free and public education. The education that was given to these children had to match that which was given to general education students. This important because this ruling like many others started to break down the segregation between general education students and those who needed to receive special education services. 1982 The Rowley Decision This cases determined that a child's special needs can not be determined in an isolated situation. This act tells us that students are are evaluated based on what they would be expected to learn if they were to be given the correct academic support. This important because this tells everyone that even students with special needs can learn the same material as those in General education, Aug 6, 1986 Handicapped Children's Protection Act Ronald Reagan signed this act to allow parents to be more involved with the creation and implementation of services. This act also gave parents the right to request an IEP haring run by the State Education Department . This act gives parents more control over their child's education and allows them to to be advocates for them. Before parents were unable to do this Jan 1, 1990 Public Law 101-476 Traumatic brain injury and Autism are added to the category of disabilities. Also renamed Individuals with Disabilities Education Act. This also required that individuals by the age of 16 have a Individual transition plan in place. This allowed those with traumatic brain injury and and Autism to start receiving the services they need to be successful. This also started them looking at the future after school.
