At first the Silk Road wasn't opened but then the Tang conquered the Turkish tribes and reopened it. -

Han Empire
It was their treasure so they protected it from others to use it. So, they made allies with others places. As they were making allies they discovered new places and the Silk Road became a bigger deal than ever. -

The Song also wanted the Silk Road to be available to them so they thought if they claimed the power of Western Xia they could get it. In the end when they went to go conquer, they lost the battle. They didn't end up winning but they did want to use the Silk Road. -

This time was when Silk Road reached its peak. People such as Marco Polo also discovered what it was. -
