    In order for Crimea to 'legally' or 'official' join Russia, aside from a vote, there would have to be a treaty for Crimea to sign. After voting and deciding whether or not they would join Russia they would sign a treaty making if 'official'.

    Crimea voted whether or not they would join Russia. Of course, we all knew how it was going to go. The voting committee stated that 97% of the people voted to join Russia. Which of course would be diputed.
