The House of Representatives of the Congress decided to trail an impeachment on Johnson because Johnson accounted crimes against the Constitution. However, Johnson was not impeached because there had to be one more vote so that 2/3rd's of the voters could accept his impeachment therefore resulting him not impeached. -
