Andrew Johnson was to be impeached because he violated the Tenure of Office Act, but was saved by the fact that he was one vote away from being impeached. It was also believed that Andrew Johnson was too lenient with the South. -

Ulysses S Grant's admnistration was full of crooks, which led to him being marked with scandals. Grant tried to advane rights for African Americans by pushing the 15th amdment. -
