    divided the confederacy into 5 districts and a union general was placed incharge of each district. they had to give the right to vote to all adult male citizens regardless of race. they had to ratify the 14th amendment before they were aloud to elect member to congress.

    took place through out all of the 1870s. many southerners wanted to regain control of their state and local governments from republicans. southers terriost groups such as the KKK and the Knights of the White Camellia intimedated African Americans and white voters. so democrats resorted to stuffing ballot boxes, bribing voters and stealing ballot boxes.
