Chinese Exclusion Act
Ten year ban on the immigration of Chinese laborers. This was one of the first laws against the Chinese banning them from our country. In class we are learning about situations in Butte, Montana but this was happening all over the west coast. The Chinese were being harrased both emotionally and physically. -
Scott Act
Chinese laborers who left the country or those who were planning on leaving the country could not return. The 20,000 laborers in China who had return papers could no longer come back. This had a huge negative effect on the Chinese because once someone of the Chinese descent left the United States even if it were only for a day, they were not allowed to return to their home, even if they had resident papers. -
Geary Act
All Chinese people in the United States required to carry a 'certificate of residence'. This had a positive and negative effect which ever way you look at it. For the Americans having the Chinese carry around papers declaring they lived in the US was a positive thing. They could easily tell who was supposed to be in the country and who wasn't. However, for the Chinese being required to carry around papers was both demeaning and a hastle. -
Chinese Exclusion Laws Extended
Congress extendeds the Chinese Exclusion Laws indefinitely.
Effected anyone of Chinese descent because no one knew how long they had to stay out of the country. By having this law, I believe congress felt that they had solved the problem. -
Seattle's African American Population Increases
Between the years 1940 and 1950 Seattle Washington's African American population grew by 300%. From 3,789 people to 15,666.
Positive Changes: increase in black political influence, black service groups and the enactment of anti-discrimination in Washington and Oregon.
Negative Changes: lead to over-crowding, racial tension, and tension between the black settlers who were in Seattle and Portland first and the people who had just arrived. These two groups fought for leadership in the community. -
Portland's African American Population Increases
Similar to Seattle's population increase, between the years 1940 and 1950 Portland, Oregon's African American population grew by 400%. From 1,931 people to 9,529.
Positive Changes: increase in black political influence, black service groups and the enactment of anti-discrimination in Washington and Oregon.
Negative Changes: lead to over-crowding, racial tension, and tension between the black settlers who were in Seattle and Portland first and the people who had just arrived. -
Repeal
All of the Chinese Exclusion Acts are lifted. 105 people of Chinese descent are allowed to immigrate into the United States each year and enabled those people to become American citizens. Important to Chinese decendants who were born in the United States, these people could now get their citizenship. Also Chinese people who had left the US were able to return back.
