    Created a judicial structure that has remained essentially intact. Supreme court consisting of chief justice and 5 associate justices. It also set up 3 federal citcuit courts and 13 federal district courts throughout the country. Allowed state court decisions to be appealed by federal court if constitutional issues were raised.

    1794, farmers in Pennsylvania refused to pay tax. Hamilton looked at the whiskey rebellion as being a way to show that the federal gov't could enforce the law along the western fronteir.
