President Vicente Gruerro banned slavery in the Mexican republic , but exempted Texas. A few months later the Mexican government restricted anglo immigration and banned slaves from the republic. -

Turtle Bayou Resolutions States Settlers Support the Mexican Constitution of 1824
A group of Anglos lead by Travis started a war against Mexican general John Bradburn. Bradburn had arrested Travis and some of his men. Travises friends captured some Mexican calvary men and held them hosatge. When Bradburn counter attacked them the rebels fled to Turtle Bayou. They let go of the calvary men and waited for more troops. While waiting at Turtle Bayou the rebels made some resolutions talking about there actions.
