When the Americans bombed Hiroshima half of the Japanese inner cabinet did not want to give up. They first wanted a guarantee from the Americans about the future of Japan. Japan were not worried about the Soviet Union that Japan was attacked by the Soviet in Manchuria. There was 850 soldiers at Pingyanchen and 650 were hurt or killed within the first two days.
