The league officials sailed round the world to access the situation in Manchuria for themselves.It was September 1932 -A fully year after the invasion- before they presented their report.I was clear ,Japan acted unlawfully and Manchuria should be retourn to Chinese. -

The league responds
The league was powerless.There was no prospect at all of Britain and France risking their navies or armies in the war with Japan.Only the USA and the USSR would have the resources to take Japan out of Manchuria,but they weren´t part of the League.
