This meant that every child had a right to a sound basic education. This included certified teachers, a well trained principal, and resources necessary to support programs. Manning was the judge that presided over this case from 1997-2016 then Judge Manning Retired. Manning said that pre-kindergarten would be provided to at risk students. -
