Annapolis Convention
A group of states meet to discuss trade reforms; however, they agree to meet again to discuss the issue in depth. This showed that the 9/13 States rule was innefective and not practical to pass laws. -
Shays' Rebellion
Daniel Shays and a group of armed farmers attempt to take over an arsenal of weapons in Massachusetts. This event showed the U.S.'s weakness without a national army.
