The States Become Unified
Italy becomes united under the rule of King Victor Emmanuel. They did this by voting whether or not the Italian States should be unified. Unification did not apple to Vinetzia or the Papal states, only because Vinetzia was still under Austria's control, & the Papal States was where the French troops supported the Pope. Unification was complete when the Italian sided with the Prussians in a war against Austria. The Prussians won Vinetzia & returned it under Italy's control.
