During president Roosevelt's time in office he offered 10$ million a year to Latin America. The Latin Americas wanted more specifically more money but the USA knew that they had trouble with columbia so the US helped win battle agianst columbia, in return Roosevelt gained a 10 mile wide zoneto build canal.
