During the Reformatory Era prisoners were allowed education and vocational training. Solitary confinement was now looked at as a punishment by the prisons. -

Incarceration cost money, this led to cheap labor conducted by prisoners. -

In the punitive era there were more escape attempts. One reason was that prisons began to be harsher. Education, treatment, and work were now luxuries
