1972, Pennsylvania Association for Retarded Children (PARC) v.Commonwealth of Pennsylvania
Pennsylvania did not offer education for mental or the physical handicapped before this law. Parents were forced to pay for private education. Smith v. Robinson (1984)
In this landmark case the parents of children who needed special education as a handicap child. The child was removed from school in Cumberland, Rhode Island.
