In 1866 was the war between Prussia and Austria. Bismark knew that Prussia could not crush, hurt, Austria too severely for some good reasons. Prussia did not want Austria to not be friends with the if they needed them. Also they did not want Austria to become allies with France. -

This speech happened after the Franco-Prussian war. It was the day when Prussian king William I was proclaimed the king of the new German empire.
