In 1789, the power to vote is granted to the states and only property owning white males are able to vote (6% of the population). -

In 1790, an act is passed to allow white men that are not citizens of the US to vote. But, due to different voting requirements for each state, the act of voting as a foreign white man was not immediate. -

Free black males lose the right to vote in most northern states. -

Property qualifications for white men changed up a lot in between this period. In 1828, the majority of white males were allowed to vote. During 1840, about 80% of the votes were from white men. -
Citizenship for White Men
In 1868, all white men born in the USA are now citizens thanks to 14th amendment.
