    When deciding the population of each state to choose representatives the states with a higher slave population wanted their slaves to be counted as people. Many didn't agree with that saying that slaves weren't really humans. The Constitutional Congress compromised by saying every 3 out of 5 slaves was counted as a person.

    The Great Compromise was a compromise where each state would get 1 representative for every 30,000 people that lived in each state. It was a compromise of legal and legislative power that was fair for the population of each state.
