    A. Philip Randolph, founder of Brotherhood of Sleeping Car Porters, began planning a march in order to protest against discrimination either on the industries and on the military. President Roosevelt was afraid the march would cause turmoil among the white so he tried to make Randolph cancel it, and when he refused, Roosevelt decided to issue an executive order to cease discrimination.
