    The compromise was made up of five separate bills. Which permitted slavery in Washington but denied slave trade. California was added as a free state. Utah and New Mexico became territories and could decide if they were allowed slavery. The fugitive act passed by Congress allowed people to seize in return escaped slaves and gave penalties to anyone who tried to help them escape.
