    This proclamation was a formal announcement made by President George Washington. This proclamation declared the nation neutral in the conflict between France and Great Britain. This proclamation also threatened legal proceedings against any American that was providing assistance to any country at war.

    The Jay Treaty was a diplomatic agreement between the United States and Great Britain that was made to settle any outstanding disputes between the two after the American Revolutionary War.

Washington made it clear that he planned to keep a strong national government, keep morality in the government, and promote patriotism to the people.
