The Emperor Restricting the Monks
Kammu was wary of the practice of Buddhism and furthered his independence of religion when a law passed in which the monks were restricted to their freedom outside of the monasteries. -

10 years later, the construction of Nagaokakyo was suddenly halted when the city seemed to be haunted by the crowned prince, Kammu's older brother. He was starved to death after his banishment. It was moved to Heiankyo (Kyoto) -

Sakanoue no Tamuramaro: The Samurai
The emperor gave orders for an expedition led by Sakanoue no Tamuramaro against the Emishi. The Emishi were an ethical and cultural group. Kammu did not agree with this so led the samurai to try and overthrow them. -
