Today people take test around the age of 14-15 to test their knowledge on driving. If they pass, they'll be able to get their permeant. They will have to hold their permeant for 6 months before getting their actual driver's license. Once they take the test to get their drivers license, they will be able to drive without a guardian. This has been taking place for a very long time and will continue through this process.
