Frances is rescued by Cecile (Libby's father) he sees that his daughter is dead and Frances ask about how many survivors of the persephone were -

Morales arrives an Frances told all the truth about the identities changed and what happened at the persephone, Morales makes Frances realize that her actions are like the Senator wells because she doesn't care about others, only the eyes on the goal. Morales told Frances about Sheperd's history and finally Frances accept that she has to let other people enter into her life. Morales leave and Libby keep the doubt of about what will she do now -

Frances spends hours thinking about it then she decides what to write in a letter for Grey and doesn’t sign it. “That’s the thing about silences and futures; Someone always comes along to fill them in. If you let them.”
